IMPORTANT ISSUES

SUSTAINABLE WATER SUPPLY
& MANAGEMENT

Realizing that our water supply is the most important topic in our community, securing a secondary water supply for Heath is the primary objective. While a redundant water supply is necessary, Eric also champions innovative approaches to positioning Heath to remain a beautiful green community, while making best use of our water supply.

Eric will work diligently with the city staff and city council to secure a secondary water supply from North Texas Municipal Water District (NTMWD) that they will provide needed water through full buildout of our community.

Secure the ongoing water supply agreement with the City of Rockwall while working to increase the maximum allotted gallons per day.

DEVELOPMENT

RESIDENTIAL

Keep Heath a lifestyle community rather than a high yield development opportunity.  This means keeping the minimum lot size for residential properties at a minimum of one to three developable acre(s) per lot.

COMMERCIAL

Will vote for future low-density, boutique, commercial development within the Towne Center Overlay that will have the charm and architectural style that will make our town more unique as compared to the surrounding areas.

COMMUNICATION WITH THE COMMUNITY

Communicate with HOA communities throughout Heath to help them incorporate sections into their bylaws, to preserve the rural feel we enjoy, such as the prohibition of short term leases, and prevention of renting or selling of any Accessory Dwelling Units as was proposed in HB 2789 sponsored by Justin Holland in 2023.

The City Government is here to provide for the people.
Eric will work to ensure the people needs are heard and met.

ABOUT ERIC HARLESS

Eric Harless and his family moved to Heath in 2013. Like many families, the Harless families looked into numerous communities throughout the DFW Metroplex before discovering the city of Heath. Once discovered, the Harless family was instantly drawn Heath's rural lifestyle, conservative values, low traffic, minimal commercial development, spacious neighborhoods and its "Mayberry" charm.

With a strong conviction and understanding that it takes good people to keep things from going bad, Eric quickly developed a heart to serve his local community and do his part to ensure that Heath and Rockwall County remain a wonderful place for his family and for yours. As part of his personal convictions to be a better neighbor, he has served on the Board of Adjustments for the City of Heath for the past three years. In addition, Eric is the HOA president for the Highlands of Heath neighborhood where he helped develop a leasing policy restricting the number of renters, prohibiting short-term rentals and requiring all landlords to provide criminal background checks for all renters. In 2023, the city staff provided this leasing policy to other HOA communities throughout Heath as a template to help them incorporate sections into their own bylaws to prohibit short-term leases and prohibit the renting or selling of any Accessory Dwelling Units. In other words, helping to prevent our wonderful single-family neighborhoods from becoming multi-family housing as was proposed by HB 2789 sponsored by Justin Holland in 2023. Eric has also served as a Sunday school teacher for Ridgeview Church in Rockwall and Watermark Church in Dallas for a number of years teaching children from 2nd to 6th grades.
 

As a commercial real estate appraiser for the past 22 years, Eric has assessed a variety of commercial property types throughout the United States. Currently, Eric proudly works for KE Andrews in Rockwall as a property tax consultant.


Eric is now looking to further serve Heath and be a better neighbor by running for Place 5 of the city council. If elected, he will continue to work with the other city council members and the various boards to keep the “Mayberry” feel that has attracted so many families to Heath. That means keeping Heath a premier residential community with minimum residential lot sizes of one acre or more, keeping commercial development to a minimum and keeping such development centralized around our towne center.
 

In addition to humbly requesting your vote, Eric wants to encourage everyone to be a better neighbor which doesn’t necessarily mean running for public office. It could mean getting involved with local elections by knocking on doors, waving signs, donating or just being informed with the issues of the day. For Eric and his family, to be a better neighbor means helping individuals within our neighborhoods and community to meet their needs or just encouraging those we come in contact with; firmly believing that taking time to care for one another makes our community stronger as a whole
